MOST COUNTRIES HAVE AN EXPAT EXIT TAX 

The U.S. exit tax, or expatriation tax, applies to certain U.S. citizens who renounce their citizenship and "long-term residents" who give up their green cards. It functions as a tax on the unrealized gains of a covered expatriate's worldwide assets, as if they were sold the day before the expatriation date. 
Who is a "covered expatriate"?
An individual may be considered a "covered expatriate" if they meet certain criteria regarding net worth, average annual net U.S. income tax liability over the preceding five years (exceeding an inflation-adjusted amount, $206,000 for 2025), or failure to certify compliance with U.S. federal tax obligations for the preceding five years on IRS Form 8854. 

How the exit tax is calculated

For covered expatriates, the exit tax uses a "mark-to-market" system where assets are treated as sold the day before expatriation. The calculation involves assessing the unrealized gain, applying an inflation-adjusted exclusion ($890,000 for 2025), and taxing the remaining gain at U.S. capital gains rates. Specific rules apply to different types of retirement accounts. 

Exemptions to covered expatriate status
Some individuals may be exempt from covered expatriate status even if they meet the financial criteria. This includes certain dual citizens at birth who meet specific residency and tax conditions, and minors who expatriate before age 18 and a half if they meet residency requirements. 

Filing requirements

All individuals who expatriate must file Form 8854.
